docs(issues): 核查文档将 #257 挪入已核查（feat 已实现 isActiveURL）

§2 把 #257 从"未处理特性"挪到已核查表，结论 feat 已实现 isActiveURL；
更新已核查计数 19→20、新增 feature 3→4，顶部状态行同步，未处理列表
删除 #257（剩 2 个纯特性/文档类）。
