Bump testify to v1.12.0, correct the documented Go version

The new testify no longer depends on go-spew and go-difflib, so both drop out
of the module graph; it requires go 1.17, so the go directive stays at 1.23 and
the package remains consumable by projects on older toolchains.

Previously, the package documentation and the readme claimed the code was built
for Go 1.21+, while go.mod has required 1.23 since the directive was raised.
