Drop support for Python2

- Update libraries, most important Django to 2.0.2
- Add on_delete=CASCADE to ForeignKey and OneToOneField models
- Make imports relative when possible
- Fix admin url
- Remove future imports and six
- Update google authenticator
- Add app_name to restapi
- Set Django REST default pagination class to PageNumberPagination
- Rename django.core.urlresolvers -> django.urls
- Rename assertEquals -> assertEqual
- Rename django.db.backends.postgresql_psycopg2 -> django.db.backends.postgresql,
- Fix ipfs hash as bytes
- Save and load UTF-8 stuff in ipfs test
- Change testrpc for eth-tester
- Organize imports
- Fix warnings of not closed files (like abi file after init)
- Remove Python2 from travis
- Remove message from exception management
