[#17] Implement NotifyBar for OSGi usage of BadgeList

The NotifyBar API bridges the gap between the Wicket BadgeList
component and OSGi service-based design. It provides several
interface that allow a BadgeList to be populated dynamically from
e.g. OSGi services that export the INotifyBarComponent interface.

This patch also includes examples and some extions to the Collections
utility.
