* Make TIMESTAMP accept a LOCAL-TIME:TIMESTAMP

Helpful for when you use a default value that's a timestamp before you
validate the value.  eg. (v:timestamp (getf data :created-at (local-time:now)))

* Bump version to 0.8.0
