Base file and auto_conf options (#26)

* Added base_file param and options lookup on tp::conf

* Default options need to be evaluated also when no options_hash is provided

* Per base_file options params

* Updated puppet version for Travis

* Added tests for base_file

* Added package_provider setting

* Added auto_conf to tp::install. Fixed version management on arrays of packages

* Added tests for auto_conf param

* Ready for 1.1.0 release
