Update ATF integration data.

There's a new annual edition of the ATF regs with some variations:

478@2016-12100
* 478.72:
  3 tweaks to spaces after periods
  A sentence appears to have been removed. Following up with ATF to verify
* 478-73-a: 1 space after a period removed
* 478-74: 4 spaces after periods removed

479@2016-00192
* 479-90-b: a space between a section symbol and number has been converted to a
  thin-space
