ci: move actions off deprecated Node runtimes, pin to SHAs

GitHub deprecated the Node 16 and Node 12 runtimes that
actions/checkout@v3 and coverallsapp/github-action@v1.1.2 still run on,
and they'll stop working once those runners are removed. Move both to
current releases.

While touching every action anyway, pin them all to full commit SHAs.
Tags like @v4 and @stable are mutable — whoever controls an action's
repo can repoint one at new code that runs with our release tokens — so
pinning keeps CI on code we've reviewed.
