chore: Replace broken tarpaulin action with docker tarpaulin

In order to ensure tarpaulin can generate proper test coverage for this
repository, this commit replaces the archived tarpaulin github action
with running it via container. Additionally, it adds a branch parameter
to the build status badge in the readme.
