Replace compass with autoprefixer-rails

We were only lightly using compass for some vendor-prefixing mixins. The
autoprefixer-rails runs as a CSS post-processor that adds vendor
prefixes for us automatically, so we don't have to think about this
anymore. This should make development a little easier.
