Make NTS more useful in SV.

Biggest change is making tile design hour angles depend on conditions, so that
SV tiles can have separately optimized HA in dark/gray/bright conditions.

* NTS should ignore completeness fraction when computing exposure times in commissioning mode
* no need for dec-based priority in commissioning mode
* use upper case field names in arrays
* add mechanism to boost priority of tiles that have already been started but not finished
* scheduler should return program of scheduled program, not the conditions corresponding to the time
* add sv mode to afternoon planning
* let NTS find tonights config file by default
* afternoon planning always writes config file to config.yaml in nightly directories
* NTS provides a count and exptime keyword for split exposures
* NTS provides conditions, program, exposure_factor keywords for information
* add moon_up_factor to config file to allow specifying the relative amount of time needed in different conditions
* let tiles have different design hour angles in different conditions, to enable tiles to be observed in multiple conditions
* loosen permissions on afternoon planning directory so msdos / desiobserver can create request logs / queued files there.
