Make a validation to check before is_complete

Made a validation to check that there is audio, sentences, and sentence audio for all
definitions before it saves is_complete as true

Added tests for the custom validation

Took the extra slash out of the redirect to the foum on i18n. It should be working now

Added a conditional errors row to the review form template
