chore: Fix Dockerimage

Bump the Node base image from 24.17.0 to 24.18.0 (alpine3.24) and
consolidate the builder and runtime pins behind a single NODE_IMAGE ARG
so the two stages cannot drift apart.

Verified on the built image: Node v24.18.0 / Alpine 3.24.1, migrations
run, server boots, and GET /v1/committee returns the expected 19
addresses. Full suite: 40 suites / 493 tests passing.
