Report coverage from every test matrix job to Coveralls

Only reports coverage from a single dedicated Coverage workflow
running one Ruby version, which undercounts real coverage: a few
lines are only executed on some Rubies in the test matrix (e.g. the
error_highlight RUBYOPT handling on Ruby 3.1+, or Psych::BadAlias vs
Psych::AliasesNotEnabled depending on the bundled Psych version), so
those lines show as uncovered even though they are exercised by other
jobs.

- Report coverage from every job in the test and test-jruby matrices
  (one per Ruby/JRuby version) as a parallel Coveralls build, each
  tagged with a flag-name identifying its Ruby version.
- Add a coverage-finished job that closes the parallel build after all
  test jobs complete, so Coveralls merges the per-job lcov reports into
  a single aggregate coverage number reflecting all supported Rubies.
- Remove the now-redundant single-Ruby coverage.yml workflow.
