Exclude addalpha from generation, use hand-written wrapper

vips_addalpha was only registered as a VipsOperation class in libvips
8.16. On older versions (CI has 8.15.1), vips_operation_new("addalpha")
fails with "class not found". Restore the hand-written C wrapper that
calls vips_addalpha() as a regular function, which works on all
supported versions.
