Commit Message

First-class rules

Rules are now a first-class entity, rather than just procedures. Rules
know about what sorts of arguments they expect, arguments can be
supplied incrementally, and rules will now automatically check that the
arguments were of the appropriate sorts.

This is the groundwork for much better interactive indication of rules.
