SERENE-800: docker build/publish script suitable for all modules.

Scripts build.sh  and publish.sh were  replaced with dockerize.sh.   This script
gets project-specific  information by examining  the current git  repository and
from  a separate  config file,  derives  appropriate docker  tags, prepares  the
docker image context and calls the Dockerfile.

The script  is being  contributed to  the main stellar  repo, where  any further
development should occur.
