Implement version 2.0.0

- Make check and closest modular so that they can be replaced with alternatives
- Change closest method to return the whole matching conditions array [BREAKING]
- Add closestValue method that replaces the previous closest
- Add closestVerbose method to return an object with details about the closest alternative
- Add static methods for check, closest, closestValue and closestVerbose
  so that Recht can be used functionally without instantiating
- Add inline documentation for all the methods, parameters and return values
- Improve README with API docs
- Run lint on CI
- Add pre-commit hooks for lint and test scripts
- Add minimum of 100% line coverage limit
