Boulangerie::Verifier and Boulangerie::Macaroon

Adds a Macaroon verifier class for ensuring cryptographic authenticity and
validating caveats.

Also adds a Boulangerie::Macaroon class for storing Boulangerie-native
objects associated with Macaroons and providing a higher-level API.
