Commit Message

Use transactions and lock to secure concurrent writes

Add a context manager and "SELECT FOR UPDATE" SQL
statement to allow concurrent IP address insertions.
Lock tables upon writes because current SQL schema don't enforce
unicity of IP/subenet addresses nor description.
