refactor: extend isolatedDeclarations to cleanly-supported packages

Evaluate isolatedDeclarations across the whole monorepo and enable it (opt-in
per package) where the public API is expressible with small, sensible type
annotations: test-utils, algebra-transformations-1-2 and rules-sparql-1-1-adjust
(core was enabled previously).

The lexer/parser/transformation packages and the engines are intentionally left
on standard declaration emit: their builder-pattern public API (LexerBuilder /
ParserBuilder / IndirBuilder) produces enormous machine-generated union types
(2-27KB per declaration) that are unmaintainable and would violate max-len in
~950 places. rules-sparql-1-1's dynamic-mixin AstFactory is additionally
incompatible (extends-expression / class-expression inference).

- Enable isolatedDeclarations in test-utils, algebra-transformations-1-2 and
  rules-sparql-1-1-adjust tsconfig.json (disable in their CJS projects).
- Add the few required explicit type annotations.
- Document the evaluation and rationale in changes.md.
