fix: use direct JS path for dts-bundle-generator to fix Windows CI

On Windows, yarn's node_modules/.bin/ entries are CMD/PS1 wrappers,
not JS files. Running `node` on them fails. The other tools (tsc, esbuild)
already correctly reference their JS files directly; align dts-bundle-generator
to the same pattern by pointing to the actual JS entry point.
