fix: bound a decay's reference weight by its templates' even spread

The decays score each alternate molecule by w(d) / W, with W the mean
weight of the site's reference molecules shrunk toward its stratum's
pool. When every reference molecule, site and pool alike, sits farther
from the end than the alternates, W is set by the nearest of them and
alternates far from any end read as a copy.

Shrink the pool's W toward U, the mean weight of a site spread evenly
along each pooled molecule's template, by the same ten pseudo-molecules,
and shrink a call without a pool straight toward its own U. A pool of
thousands of molecules keeps nearly its own weight.
