Use filtergraph parser for context-aware filter completion

Previously, filter value completion returned a flat list of all ffmpeg
filters regardless of position in the filtergraph string. Now
ActionFilterValue uses filtergraph.ParseForCompletion() to parse the
partial value and dispatch context-aware completions: filter names with
proper prefix handling for multi-chain graphs, chain separators, and
link labels (for -filter_complex/-lavfi only).
