add property run_only in jsonschema definitions this is inherited in script (#507)

and compiler schema. There are four fields - user, scheduler, platform, linux_distro.
The run_only field will run test if conditions met, otherwise test is skipped.

Add valid and invalid examples for run_only field and regenerate documentation. Add
section for run_only with examples. Move generic-tests to general_tests and create
symlink for docs/general_tests which is used for documentation. Add run_only property
for LSF and Slurm buildspecs in the general tests.
