bump version to 0.2.4

Changes since 0.2.3:
- `peru sync` now tells you if an override is in effect.
- Fixed a bug caused by .gitattributes files.
- Leave the .peru/lastimports file untouched if imports haven't changed.
  This makes it suitable as a build stamp for Make.
