Refactor DBBackend fetch/store replica functions

- Rename store_replica to store_replica_client
- Store replica server takes a &mut tx so that it can use a savepoint to
rollback just its operations
- Remove fetch_replica_servers and replace with fetch_replicas which
just returns all replicas
- Store operations and fetch operations on clients now are uniformly
(UUid, ApiString) in both method parameters and return values
- Update tests
	- Add tests for fetch_replicas to include clients and not just
server
	- Probably could be tested a bit better but eh
