build: add precommit alias and satisfy credo --strict

Add a `precommit` alias matching the other repos (compile
--warnings-as-errors, deps.unlock --unused, format, credo --strict,
test) and pull in credo as a dev/test dependency.

Migrate the deprecated `preferred_cli_env` into a `cli/0` callback and
register `precommit: :test`.

Resolve the pre-existing credo --strict findings so the alias passes:
- use Enum.map_join/3 in the formatter
- alphabetise alias groups
- write 12_345 with an underscore separator
- compare against [] instead of length(x) >= 1 in tests
- declare the request_id/user_id Logger metadata keys in config
