Implements pvr announcements for power management event

- OnSystemSleep
  The system will suspend immediatly. There's still short time to close gracefully any pending connection, or freed resource.

- OnSystemWake
  The system is waking up. Connection or resource can be instanciated as required.

- OnPowerSavingActivated
  The GUI is no longer active and power saving mode has been activated. Some activities can be suspended to save power.

- OnPowerSavingDeactivated
  The GUI became active and power saving mode has been deactivated. Normal activities can be resumed.
