feat(notifications): implement get notifications for new travel request

PREFERENCES
- add preferences column to the users table
- add endpoint that updates email preferences
- write tests
- write swagger documentation

NOTIFICATIONS

- emitting event with created request
- creating hooks to watch the requests table
- Storing notifications in the notifications table
- add get notifications endpoint
- write its swagger documentation
- write its test

In-App
- add socket.io

Email
- manager should receive an email when the request is created
- manager receives an email only when he has opted in to receive emails
- emails are sent along with in app notification
