chore: migrate from setup.py to pyproject.toml.

- Replaced setup.py with pyproject.toml for modern python packaging.
- Updated github workflows to use actions v6 and build package.
- Dropped python 3.9 support, added python 3.14 support.
- Replaced asyncio.get_event_loop() with asyncio.run() in main.
- Updated dev dependencies to latest versions.
- Renamed publish workflow to release with updated release action.
