Refactor directive validation logic in Jido.Agent.Directive

- Simplified the validation logic for the `AddRoute` directive by replacing multiple function heads with a single `cond` statement.
- Improved error handling for invalid paths and targets, ensuring clearer and more maintainable code.

These changes enhance the clarity and robustness of directive validation within the Jido framework.
