add json logging (#9)

* add json logging

* needed to add the addition of libraries to setup.py

* forgot commas in setup.py -- exclamation

* added sysout handler

* moved sysout to jsonformatter

* stdout addition has to be in setup_logging function, so added a flag to allow clients request the addition or not

* oops, extra line removed

* added a test to verify number of log handlers

* implemented PR suggestions
