BinaryPayload: Implement FFI GDAL bindings for spatial indexing and getting image dimensions

Using the GDAL FFI bindings allows avoiding reading of a whole image
into memory.

If FFI is disabled or there's no libgdal in the system, the old method
is used.

(closes #41, closes #57)
