Add ES6 Promises polyfill for IE11

Since the tracing layer now requires promises, add a Polyfill for
Internet Explorer from:

https://github.com/jakearchibald/es6-promise

In init, load this script if Modernizr does not detect Promise support.
Once the polyfill is loaded, try to initialize again.

Tested in IE11.

Closes acardona/CATMAID#975.
