Commit Message

Fix failing tests when network wide

Some PHPUnit tests were failing when WordPoints was network-active
because of the list of all site IDs being pulled from the cache. The
transient would be cached when WordPoints was first installed, and
would cause issues in certain tests. This should fix that.
