Trra 61/allocations report (#19)

* Added view and template for manager reports (allocations)
Updated header with links for reports
Added helper functions to multiple models
Added helper functions in a new utils module

* added utils and template files I forgot in the last commit

* Added new report() method to Unit model. This will be the basis for the overhauled report page.
Also added a type to the Unit class.

* Overhauled unit report

* added unit.html template and fixed failing tests

* Updated report method to make a single query (excluding the query for employees)

* Cleaned up files and added tests for reports and other helper methods

* Changed header to have a sinlge reports link and added a very simple tree view of the units for now

* moved call to setlocale into the settings file and it is now explicitly setting the locale to en_US instead of using the system setting. This should ensure that tests pass on all systems

* Added restriction to unit detail views. They are now only visible to the unit manager of a "super" manager.

* tweaked unit list view. Added ability for superusers to view all unit reports. Added redirect to root after logging back in. Added Redirect from root to dashboard in lieu of a homepage

* updated tests to check superuser access to reports.  Updated sample data fixture with LBS superuser

* made final tweaks to reports logic
