Fix go-jose Auth0 issue (#3031)

## Description
For some reason during backporting 2.9.4 OIDC changes from master to release-2.9 branch, we updated version of go-jose library in release branch. Apparently it contained a bug, leading to issues with some providers like Auth0. 

This PR rolls back the library version to 2.4.1.
