docs: resolve v5 open questions into decisions (no big-bang)

Turn section 6 into Decisions, grounded in ecosystem data (guessit pins
rebulk<5 and floors at 3.10): no forced major (ship additive on 4.x), keep
Python >=3.10 until 3.10 EOL, keep to_dict first-class, drop Rebulk[Ctx]
for a TypedDict convention, defer nested models. Add a TL;DR and status
markers.
