End-User Changes

* Formally support Postgres 9.5, 9.6, and 10 (@zcmarine)
    Previously we only tested against Postgres 9.6. Now, we test our code
    against all three of the above versions.

* Convert dashes to underscores in password envvars (@zcmarine)
    Tools like Bamboo do not like dashes in envvar names. As a result, it
    becomes difficult to use these tools with pgbedrock if your role names
    have dashes. This changes converted dashes in password envvars to
    underscores, e.g. the role foo-bar would have password envvar
    FOO_BAR_PASSWORD instead of FOO-BAR_PASSWORD.

* Add Sphinx documentation (@zcmarine)

Development Changes
-------------------
* Use `make test` for Travis CI (@zmarine)
    This makes our Travis CI identical to our local CI. As a result it is
    both easier to debug if issues come up as well as easier to do a
    cartesian product of (py27, py36) x (pg9.5, pg9.6, pg10).

* Add badges to README page (@zcmarine)
    We added 4 badges: Travis CI state, code coverage, supported Postgres
    versions, and supported Python versions.
