Plotting with x-axis offset: fix broken plot_pdos arg, add to tdos

- Reported in #28, offset option to galore.plot.plot_pdos() does
  nothing!
- Implement expected behaviour, add matching option to plot_tdos()
- Update tests: note that tdos plot test did not check y-values so
  adjust accordingly.
