chore(postgreSQL database setup):
- create connection to postgreSQL
- add database URL generated from the database (elephantSQL)
- add npm packages to work with postgres
- add scripts for creating all the entities table
- add scripts for deletinging all the entities table
- add scripts for reseting all the entities table
- add commands to package.json to enable running it
