Create structured conversion table for scss-lint

The JS version of the conversion table is meant to be used by the
program (instead of being read by a user like the MD version).

It is written in JS although it just exports an object which could also
be saved in JSON. JS makes it possible to add comments which might be
helpful for bigger files.

The conversion table is still missing the rule part (will be added
later).
