Handle "paused" announces as periodic announces (BEP 21)

A partial seed (finished, but not every file) sends "event":"paused" on every
announce: libtorrent (also over WebSocket) and Transmission. It was an unknown
event that closed the connection, so such peers and their pieces left the
swarm. Like the reference bittorrent-tracker, "paused" is now a periodic
announce: the peer is added if unknown, stays incomplete and its offers go
out. Other unknown events are still rejected.
