Commit Message

Improve build system and add GitHub actions workflow

This commit does the following:
1) Creates versions.mk file for tracking global project variables (e.g. golang version, project version)
2) Adds additional make targets to the top-level Makefile (e.g. check-vendor)
3) Moves Dockerfile to deployments/container
4) Updates README.md with new build instructions
5) Adds GitHub Actions workflows for Go based checks (go build / lint / test) and container image builds
