test(aws): improve provider test coverage

- Add comprehensive tests for createVPC (success and error cases)
- Add comprehensive tests for createSubnet (success and error cases)
- Add comprehensive tests for createInternetGateway (success and error cases)
- Add comprehensive tests for createRouteTable (success and error cases)
- Add extended mock EC2 client with call tracking and error injection
- Achieve 100% coverage for createVPC, createSubnet, createInternetGateway, and createRouteTable
- Skip createSecurityGroup tests that require network access for GetIPAddress()

Added 15 new test functions covering:
- VPC creation with DNS hostnames modification
- Subnet creation with proper VPC association
- Internet Gateway creation and attachment
- Route Table creation, association, and route configuration
- Error handling paths for all create operations
