Add 'debug' route to ease frontend reviews

Why these changes are being introduced:
* Provide a way to review updates to frontend
(e.g. MIT branding updates) without requiring authentication.

How this addresses that need:
* Add 'base.html' for item HTML pages to extend to
reduce duplicated code
* Add an 'item/debug' route that renders 'base.html'
