Region aggregation (from Daniel)

- adding min/max/avg aggregator function
- add: w.avg aggregator (aggregate_region/_aggregate)
- functions (as proposed by Daniel)
- fix copy/paste error _agg_func('sum') := np.sum
- require `method` arg, `weightvar_df` is invalid in `_aggregate()`
- make `weight` a required arg in `aggregate_region_by_weight()`
- refactor to auxiliary function `_all_other_regions()`
- use `method` in `aggregate()`, remove it from `aggregate_region()`
- more concise implementation of weighted average
