fix #22 - return scopes in access token request

as per RFC6749 section 5.1 that says the Access Token Response should
include the authorized scope when it does not match the requested scopes:

    OPTIONAL, if identical to the scope requested by the client;
    otherwise, REQUIRED. The scope of the access token as
    described by Section 3.3.

update tests to cover this, bump VERSION and Changes for CPAN release
