Update for unicode issues

Update for the unicode issues encountered with latest Python.
Largely addressed by using the 'str' from the 'builtins' module.
Also required change to `Utilities.columns.colReadCSV` function, as older versions of `numpy.genfromtxt` do not support encoding. We get around this by using `pandas.DataFrame.to_records`
